Stephanie Bellanger serves as Chief Operating Officer of StarCity Behavioral Health, bringing more than 20 years of executive leadership, regulatory expertise, and operational discipline shaped by her career in the federal sector. A FAC-C Level III certified acquisition professional, she is known for building high-performing systems, strengthening compliance frameworks, and guiding organizations through complex growth with clarity and precision.

Prior to joining StarCity, Stephanie held senior leadership roles across multiple federal agencies, including the United States Patent & Trademark Office, the Bureau of Engraving and Printing, the Department of Veterans Affairs, the Federal Aviation Administration, and the Department of the Army. Her experience spans strategic planning, policy development, financial stewardship, workforce leadership, and audit-defensible operations, with a consistent focus on translating complex regulatory environments into practical, scalable solutions.

Stephanie also played a foundational role in the development of Starfish Recovery & Wellness, where she designed and implemented holistic wellness initiatives supporting long-term recovery outcomes. She holds a B.A. in History from Monmouth University, supplemented by extensive business coursework. Her leadership philosophy centers on accountability, operational excellence, and fostering organizational cultures where both people and systems thrive.
