In response to the growing number of individuals experiencing co‑occurring substance use and mental health disorders, StarCity Behavioral Health is committed to strengthening Virginia’s community‑based continuum of care. Our Co‑Occurring Intensive Outpatient Program (IOP) and Partial Hospitalization Program (PHP) provide integrative, evidence‑based treatment for adults diagnosed with primary Substance Use Disorder (SUD) alongside mental health conditions. Services are delivered within DBHDS‑licensed levels of care and emphasize whole‑person healing. StarCity’s programs include: Substance Use Disorder Intensive Outpatient Program (IOP) and Substance Use Disorder Partial Hospitalization Program (PHP). Together, these services offer flexible, structured support that promotes recovery while allowing individuals to remain connected to their daily lives.

Substance Use Disorder Intensive Outpatient Program (IOP)

Our IOP is designed to help individuals strengthen recovery skills while maintaining work, school, or family responsibilities.

Program Goals Include:

    • Increased insight into co‑occurring mental health symptoms and substance‑related thought and behavior patterns
    • Understanding the bio‑psycho‑social‑spiritual model of Substance Use Disorder
    • Recognition of emotional, mental, and physical relapse warning signs
    • Enhanced motivation and commitment to lifelong recovery
    • Strengthened coping strategies and relapse‑prevention planning
    • Improved communication and interpersonal relationship skills
    • Development of a supportive recovery community
    • Support with vocational, employment, or community reintegration goals
Substance Abuse Partial Hospitalization Services

Substance Use Disorder Partial Hospitalization Program (PHP)

Our Partial Hospitalization Program (PHP) serves as a vital bridge between residential treatment and outpatient care. This highly structured, non‑residential program is ideal for individuals who need a higher level of support than traditional outpatient services.

PHP may be appropriate for individuals who:

  • Need intensive clinical support while remaining sober outside a residential setting
  • Are transitioning from inpatient or residential treatment and are at higher risk of relapse
  • Experience co‑occurring mental health conditions such as anxiety or depression
  • Struggle with motivation or structure in lower levels of care
  • Live in environments that increase the risk of substance use
  • Are not making sufficient progress in an Intensive Outpatient Program
