Frank Bellanger serves as Chief Executive Officer of StarCity Behavioral Health, where his leadership is rooted in lived experience, innovation, and a deep commitment to recovery-centered care. Frank founded StarCity after successfully advancing a whole-person approach within residential recovery environments — a philosophy that now anchors the organization’s Wellness-Recovery-Oriented System of Care, aligned with nationally recognized recovery principles.

As a person in sustained recovery and a formerly incarcerated individual, Frank brings rare insight into the barriers individuals face when navigating Substance Use Disorder alongside re-entry challenges. His professional background includes serving highly vulnerable populations as Director of Recovery Programs for a tri-county regional jail, as well as leading medication and drug screening operations at a large Recovery Community Organization in Richmond, Virginia. These roles shaped his practical, systems-focused understanding of recovery support, accountability, and client engagement.

Frank holds multiple industry-recognized credentials, including NAADAC-approved Certified Recovery Coach Trainer, Certified Peer Recovery Specialist, and Forensic Peer Support Specialist. Prior to his work in behavioral health and recovery, Frank’s career centered on quality assurance and compliance within Heavy Highway Construction, where he developed a strong foundation in regulatory standards, operational integrity, and performance excellence — principles that continue to inform his leadership at StarCity.
